I am writing to you as an owner in the Commercial Strata at ADDRESS WITHHELD. I am writing in relation to the possible permanent closure of Sydney’s Hunter Connection which passes through our building on its journey from Wynyard Station out to Pitt Street.

Whilst we and the rest of Sydney have known that the Hunter Connection would close during the construction of the new Sydney Transport Interchange and over station development by Sydney Metro, it has only recently become clear that there is no guarantee that the Hunter Connection will ever be re-connected as part of this development. It seems that whether or not the Hunter Connection is reconnected will be left up to the tendering developers for the over station development driven by their commercial interests.

I write as a beneficial owner and tenant of the commercial strata titled property at 109 Pitt Street, Sydney.

I have reviewed the drawings of the reference scheme and note that these show the potential future reinstatement of the present Hunter Connection links from Hunter and Pitt Streets through to Wynyard Station, which will be closed for the construction of the Metro station and the over-station development. However, it has recently become clear that there is no guarantee that the Hunter Connection will ever be restored as part of this development. I understand that Sydney Metro will provide no assurance that the Hunter Connection would be re-opened as part of the Sydney Metro project, and that the decision on whether the Hunter Connection or equivalent is reinstated will be a matter for the successful tenderer for the redevelopment.

The Hunter Connection is an essential part of Sydney’s pedestrian network and provides a direct and weatherproof connection from the central business core of Pitt Street through to Wynyard Station and Barangaroo. I would therefore strongly request that any development consent for the over-station development include a condition requiring the maintenance of internal fully covered pedestrian links from Pitt Street through to Wynyard Station, and that this condition be retained in any subsequent consent.

The planning of public thoroughfares must maximise connectivity. They must provide pedestrians with as many route choices as possible. To do so is for the public benefit and in this case the public benefit is served by giving pedestrians the choice of access to Wynyard from both the existing Hunter Connection and the proposed Metro Station development.

If the purpose of closure is to limit the access routes to Wynyard in order to preference the developers of the Metro Station over the interests of the general public, that would be an inappropriate use of power.

My submission is that the development must include the re-connection of the Hunter Connection to ensure this Sydney icon is maintained as part of the larger Sydney Metro project.

Good morning Andrew,

CASA has reviewed the NSW Government / Sydney Metro Aviation Impact Assessment Report Version E for the Planning Proposal Hunter Street Over Station Development.

CASA notes that the proposed maximum height for the Hunter Street East OSD is currently 269.1m AHD. At this height, the proposed development penetrates the Sydney Airport Obstacle Limitation Surface’s (OLS) Outer Horizontal Surface (OHS) by 113.1m as well as the Royal Prince Alfred Hospital Heliport OLS by 48.1m. Cranes required for OSD construction would penetrate each OLS. The development does not penetrate PANS[1]OPS surfaces.

The proposed maximum height for the Hunter Street West OSD is currently 220m AHD. At this height, the proposed development penetrates the Sydney Airport Obstacle Limitation Surface’s (OLS) within the Outer Horizontal Surface (OHS) by 64m and cranes required for OSD construction would penetrate the Royal Prince Alfred Hospital Heliport OLS. The development does not penetrate PANS-OPS surfaces.

CASA has no issues with the Aviation Impact Assessment and no objections to the Planning Proposal Hunter Street Over Station Developments but as stated in the AIA, aviation approval will be required from the Department of Infrastructure, Transport, Regional Development and Communications and the Arts (DITRDCA). CASA will make recommendations for marking and lighting of the crane(s), and the buildings when referred to CASA by DITRDCA.

CASA has no objection to the developments potential impact on the Royal Prince Alfred Hospital Heliport. The En-route Supplement Australia (ERSA) indicates flight paths to and from the helipad are not towards or from the CBD direction:

FLIGHT PROCEDURES

1. PREFERRED FLIGHT PATHS:
a. 165DEG M in/345DEG M out.
b. 330DEG M in/320DEG M out.
2. Minimise ground running.

Regardless, CASA would recommend that The Sydney Local Health District be consulted with regard to aviation impact on the heliport operations.

I am writing to you as an owner in the Commercial Strata at ADDRESS WITHHELD. I am writing in relation to the possible permanent closure of Sydney’s Hunter Connection which passes through our building on its journey from Wynyard Station out to Pitt Street.

Whilst we and the rest of Sydney have known that the Hunter Connection would close during the construction of the new Sydney Transport Interchange and over station development by Sydney Metro, it has only recently become clear that there is no guarantee that the Hunter Connection will ever be re-connected as part of this development.

The people of Sydney have never been informed of the potential permanent closure of the Hunter Connection in circumstances where the large corporations competing for the over station developments stand to gain significant commercial advantage by its closure.

Whether or not the Hunter Connection is reconnected will be left up to the tendering developers for the over station development driven by their commercial interests.

Sydney Metro will provide no assurance that the Hunter Connect would be re-opened as part of the Sydney Metro project.

This article and the comments that follow the article reflect the sentiments of all Sydneysiders.

The Hunter Connection has been part of the fabric of Sydney and a crucial thoroughfare for many decades. Its permanent closure will:
 be a significant loss to the heritage of Sydney;
 adversely impact all Sydneysiders and those who visit;
 result in a dead retail box at the ground floor of Pitt Street creating a retail slum, with the only access being Pitt street with no through access; and
 also devalue our lots in ADDRESS WITHHELD and surrounding buildings.

This could all be avoided by simply making the reconnection of the Hunter Connection to the new station box / development a requirement for the development which would result in minuscule additional cost to the development.

We understand that Sydney Metro’s objective is to created a significant precinct around this development which is very difficult to reconcile when in achieving their objective, they are creating retail slums and taking away the benefit of undercover connection to Wynyard and Barangaroo and handing the commercial benefit to one of the largest corporations in this region.

My submission is that the development must include the re-connection of all of the Hunter Connection to ensure this Sydney icon is maintained as part of the larger Sydney Metro project.
