The traffic management plan for this development appears to be woefully inadequate. In particular the design of the Cowpasture Road/Trivett St intersection is disappointing. Whilst Trivett St is light vehicle only, Cowpasture Road carries significant numbers of Heavy Vehicles, Heavy Combination and Multi Combinations in addition to the very significant numbers of light vehicles. There is no doubt the intersection needs a significant upgrade but who on earth thought that a minimum dimension single lane roundabout only just big enough (in theory) to accommodate a 26m B double combination with both reverse curve approaches and departures and positioned so that every northbound vehicle using Cowpasture Road has to make a 270 degree turn through the roundabout has got to be kidding if they think this is 'best practice'. The intersection design should have been designed to accommodate all HPFV multi combination designs (A-Doubles and B -Triples) as these are and will be the base vehicles supplying these distribution centres into the future. The design should have been simpler and easier to navigate for heavy vehicles with minimum need to screw around through contorted 'traffic calming' devices just for practice.
This intersection is a model for bad design, and will provide ongoing disruption and delays, damaged infrastructure and squashed cars. Someone needs to start work on a better design now. This one is cactus.

We refer to the Environmental Impact Statement SSD 17161650 for a proposed development of two
independent warehouse and distribution centres (Buildings 2 and 3) adjacent to Hymix Wetherill Park, and
thank you for the opportunity to comment on the proposal.
Hymix Australia Pty Ltd (Hanson Construction Materials Pty Ltd’s subsidiary) located at 173 Cowpasture
Road, Wetherill Park currently supplies concrete to support planned developments for the Western Sydney
region. The proposed development will increase traffic in the Wetherill Park area resulting in increased travel
time for agitator trucks. Agitator trucks are required to transport wet concrete greater distances, causing more
congestion and adding unproductive hours to the road users day. This will impact Hymix ability to service its
customers.
We understand that the NSW Government is well advanced in the planning stages for an upgrade of The
Horsley Drive between Cowpasture Road and the M7 Motorway which will benefit road widening and capacity
improvements to reduce congestion and reduced travel times. However, the upgrade will be complete by
2026. The HDBP Stage 2 would, once fully operational, generate 3,225 vehicles per day. As such, this level
of traffic generation will present significant issues for the current road infrastructure along Cowpasture Road
and Horsley Drive.
We believe the above matter must be considered and addressed prior to any approval. If you have any further
