Thank you for the opportunity to provide a submission regarding the Hastings Secondary College Port Macquarie Campus Upgrade.

My objection relates to Stage 3 of the proposal in relation to the proposed location of the development of a shared use multi-sports facility in partnership with the Police Citizens Youth Club (PCYC) at the proposed site on the Port Macquarie Campus.

Whilst I welcome the reintroduction of a PCYC facility in Port Macquarie, it is imperative that this is in a suitable location which provides the optimal social and economic return on government investment and the best prioritisation of resources, given the important priorities requiring funding by the New South Wales Government.

The key reasons for my objection to Stage 3 of the proposal at the site proposed are:

• The location is near residential areas. The activities conducted at the proposed shared use multi-sports facility (PCYC facility), as well as the associated movements to and from the venue will cause unacceptably significant ongoing noise and disruption to the social amenity for nearby residents, during weeknights and across weekends, especially given the facility has proposed operating hours as stated in the Environmental Impact Statement (EIS) of 6am to 10pm, 7 days per week.

• The scale of the building will impact on views and hence social amenity for local residents. Some residents in particular will be significantly impacted. Additionally, it Is not in keeping with the surrounding area .

• The proposal will significantly increase both traffic and also noise in the area. There are already significant parking constraints, which will be exacerbated by the proposal.

• Locating a PCYC facility next door to a licenced premise (Port Macquarie City Bowling Club) may create a higher likelihood for poor social outcomes, given a core activity of the PCYC is to work with at-risk youth to break the cycle of disadvantage.

Locating the facility so close to existing residents, is neither a sensible nor a fair proposal.

There are alternative sites available in Port Macquarie which would have significantly less impact on residents. Examples include the redevelopment of the existing Port Macquarie Pool Site in Gordon Street when the aquatic centre is completed, or at Sovereign Hills, or even in a more suitable position on the Hastings Secondary College Campus (for example on the eastern side of the Campus away from residential areas and allow for traffic and parking via Pacific Drive).

Thank you for the opportunity to provide a submission regarding the Hastings Secondary College Port Macquarie Campus Upgrade.
We support all the other elements of the Hastings Secondary College Campus Upgrade Proposal and welcome the improvements suggested.
We also welcome the reintroduction of a PCYC facility in Port Macquarie, in a suitable location, where it is demonstrated that this facility also provides the optimal social and economic return on government investment and the best prioritisation of resources, given the important priorities requiring funding by the New South Wales Government.
The reasons for our objection to Stage 3 of the proposal at the site proposed are:
• The activities conducted at the proposed shared use multi-sports facility (PCYC facility), as well as the associated movements to and from the venue will cause unacceptably significant ongoing noise and disruption to the social amenity for nearby residents, including the 16 residential apartments at 11 Owen Street. Port Macquarie, during weeknights and across weekends, especially given the facility has proposed operating hours as stated in the Environmental Impact Statement (EIS) of 6am to 10pm, 7 days per week.
• The proposed PCYC facility at that site will be intrusive, given the bulk and scale of the building and does not fit with the aesthetics of the area, which is recognised as a welcoming, scenic open parkland corridor by the Port Macquarie community and is regarded as one of the attractive features for tourists of the Town Beach and Oxley Beach areas of Port Macquarie. These scenic features are regularly promoted as part of tourist campaigns for the area. The scenic nature of the area is a contributing factor as to why local community markets and other regular outdoor events are attracted to the area.
• Further to the above, the proposed PCYC facility impacts on views from our building, with significant adverse visual impacts for residents at 11 Owen Street, Port Macquarie in particular.
We note that the Environmental Impact Statement (EIS) refers to the visual impacts for residents at 11 Owen Street, Port Macquarie, particularly on Levels 3-5. The EIS states that the residents of the building have up to 180-degree views from Town Beach to Windmill Hill. This is misleading and not the case, as the building at 11 Owen Street, Port Macquarie has 2 residential units per floor. Residents on the southern side of the building who do not have access to views to Town Beach will be more adversely impacted by this development in the current location than recognised in the EIS document and residents occupying Levels 1-2 as well as Levels 6-8 will also have significantly detrimental visual impacts from the proposed facility, which are not recognised in the EIS.
We also highlight that the EIS notes that extensive consultation has occurred with relevant stakeholder groups including the community. At the time the EIS was developed, no consultation in relation to the significant impacts, including the significant social amenity impacts of the proposed PCYC development in the proposed location had occurred with residents at 11 Owen Street Port Macquarie.
• The increased traffic and congestion in Owen Street, Port Macquarie that a PCYC facility at the proposed site will result in. Owen Street is a very busy suburban residential street. We are concerned not only by the increased traffic in Owen Street should a PCYC facility be developed at the proposed site, but also have concerns in relation to the potential safety and noise issues associated with the increase in traffic in the street for residents, school students and the large numbers of community members and tourists currently using Owen Street to access Hastings Secondary College Port Macquarie Campus (Port Macquarie High School), Port Macquarie City Bowling Club, Port Macquarie Town Beach and Oxley Beach precincts, as well as the residences in this area.
• Further to the point above, should the proposed PCYC facility be developed at the proposed site, there will be significantly increased parking congestion and parking capacity constraint issues in the precinct. Parking in Owen Street, Port Macquarie in the residential precinct containing the Port Macquarie High School and Port Macquarie City Bowling Club is currently very often near or at capacity. Increased parking constraints and congestion in Owen Street will also exacerbate significant and concerning issues in relation to the safety of pedestrians and school students in this area.
• The development of the PCYC building on the proposed site will result in Port Macquarie High School losing a significant portion of the school’s northern field, which school children utilise for sports activities, as well as during breaks for recess and lunch outside during the day.
• Locating a PCYC facility next door to a licenced premise (Port Macquarie City Bowling Club) may create a higher likelihood for poor social outcomes, given a core activity of the PCYC is to work with at-risk youth to break the cycle of disadvantage.
• Locating a PCYC facility at this residential, geographically constrained and busy location does not provide easy accessibility to the facility for the Greater Port Macquarie – Hastings community and the key focus groups the PCYC is aiming to reach. As such this proposal does not align with providing the optimal social and economic return on government investment and the best prioritisation of resources, given the important priorities requiring funding by the New South Wales Government.

I note on Page 51 (Figure 21) of the Traffic Assessment Report (dated 13/5/21) by asongroup that the proposal indicates more street parking is to be provided in Gordon St and Church St. I represent the landowner of 13-15 Owen St (Corner of Gordon St) who has an Active DA for Residential units on this site. Figure 21 of this report makes an indication of an existing driveway crossing to our site (legally known as 13-15 Owen St) from the Gordon St frontage however the 45degree parking doesn't account for the direct access into our land. I would like to make sure that adequate space is provided including a reasonable set back for any future approved street parking on either side of our driveway crossing from Gordon St to not impact residential access into our land for our existing approved design for 24 Units. Drawing is attached to show what I am referring to. The Existing/Active Approved design for our site is known as DA-2003/702.

I dont obect to the project but i object to the location proposed. Given the amount of excess land available at Sovereign Hills which is right in a centralised position for many to access from either Wauchope, Port Macquarie, Lake Cathie, Bonny Hills, Laurieton, Kew and basically all Hastings Valley surrounds. Wouldn't this area be a more appropriate spot for this PCYC? The parking opportunities could be endless and give a fair opportunity for youth from all of the above mentioned townships to be able to access this and its facilities with public transport routes already available to and from all. Please consider all youth and families that could access this from all over the Hastings Valley and not just in Port Macquarie at a site location that is just not suitable or appropriate in a lot of sense.

As a long term resident and property owner in Owen Street Port Macquarie NSW 2155, I need to raise my strong objections to the proposed above mentioned development on a range of serious matters:
There has been a clear lack of proper consultation on this project using a QLD based consultancy which lacks proper understanding of resident and owners impact within the street as a result of very poor consultation process , relying on social media for feedback when many of us are aged 60 years plus and do not frequently use such media for communication.
The street has for years been an attractive residential and holiday location, being just one block from Oxley beach and a short walk to town beach. It has beautiful ocean and sporting field views as well as magnificent mature established trees with associated wildlife providing also a lovely setting for school students. All of this will be destroyed with building of two very large ugly non residential buildings

The size and location of the proposed new buildings are such that it totally destroys the ambience of the street not only blocking views of the ocean and oval but also results in removal of many mature trees. The proposed building are of such size and location that they would more appropriately be located in an industrial zone or in a higher density CBD – not in a prime residential and holiday setting.
The Proposed CAPA two story building which would overlook and overshadow my property is located far too close to the curb – presenting an ugly and confronting large brick wall to the street- so one would feel they were in some high density inner city area. Location of any building would be better located much further back from curb and have trees and vegetation established in front of it more in keeping with the existing street. In fact the report seems to ignore the impact that the large and ugly brick faced CAPA building will have on MainSail Apartments which one could only assume to be a deliberate omission.




Similarly the PCYC building overshadows the street and use of the facility between proposed hours of 6am to 10pm would create a very unpleasant noise situation for residents. With far too early and late operating hour with associated noise and traffic. There is little comfort that there wont be excessive noise coming from this very large building when dances / discos etc are held given the report says : The conclusion of the report is that the estimated noise levels at night are acceptable “if the windows are closed.” Acceptable on what basis ?? What about when the windows are open . Are the windows even noise proof enough to make a real difference .
In summary buildings are of such large size and design, with such designated purposes being located so close to the curbs which will result in destruction of mature trees (in CAPA Building) and their habitat which are totally inappropriate to be located in a pristine residential and holiday location such as Owens street. If they proceed they will forever destroy the character of this lovely street located so close to two of Port Macquarie’s popular beaches whilst creating ongoing noise, traffic and parking concerns for residents.
We are not opposed to such building being built- but in a far more appropriate location please.

I appreciate the opportunity to provide a submission regarding the Hastings Secondary College Port Macquarie Campus Upgrade. A PCYC is a great venue for our community however there are numerous factors that need to be considered as part of this proposal. I have marked I am providing comments as a concerned resident.
I do object to Stage 3 of the proposal in relation to the development of a shared use multi-sports facility in partnership with the Police Citizens Youth Club (PCYC) at the proposed site on the Port Macquarie Campus.
I support all the other elements of the Hastings Secondary College Campus Upgrade Proposal and welcome the improvements suggested.
The reasons for my concerns are around
* The activities conducted at a PCYC would result in additional and unacceptable ongoing noise and disruption to the area.
* The proposed PCYC facility will intrusive, and not fit the look and feel of the commuity.
* The traffic congestion at Owen St - there is already parking constraints, and the intersection at Owen & William St is already dangerous and causes confusion & dangerous driving, the additional traffic will only compound this issue.

1. The noise coming from the PCYC in your report is equivalent to a plane taking off. This noise will be continues not just for a few seconds like a plane would. The noise would be coming in late into the afternoon/night.
2. The parking does not allow for the extra cars in this area. In your report you have said that they can also make use of the bowling club parking. During the evenings the carpark is already full and the bowling club also has there own submission to develop that area. The parking around the school area streets are already full from residents and school usage. The vacant corner block is privatly owned and should be respected not to park on this. This will be developed in the near future with more pressure put on parking around this area.
3.Your report contradicts itself saying that to keep the noise down from the PCYC they can close the windows then in another area talks of keeping with the environment by opening the windows for fresh air. This can not be both.
4.To put these two buidings in such an area would not flow with the environment and would have a large impact on the residents.
5. The report said also it may effect the unit prices . Do we get compensation for this?
