I object to the proposal because of the proposed developments eight storey height level and proximity to the nearby Church and the future noise impact on the neighbouring Church community.
I request that the proposed height is significantly reduced from eight storeys to no more than 3-4 storeys and a green boundary similar to swanne reserve is created to reduce the impact on climate due to over development

Parramatta is an early colonial settlement. the proposed development does not consider the highly significant buildings in the vicinity including Elizabeth Farm, Hambledon Cottage and Experiment Farm Cottage. The height scale and impact are not appropriate in this sensitive location. i am also concerned about archaeological significance close to the creek and the sand sheet below. This proposal needs to be totally redesigned to improve local amenity and harmonize with the existing surrounding development.

Yet again the remnants of Parramatta’s colonial history are under threat from developers. This area of the proposed development contains the three major colonial buildings in Harris Park. These building help colour the narrative of modern Australia, their story deserves protection to ensure it survives. The proposal doesn’t have the support of the National Trust and it certainly doesn’t have mine.

I Object to the proposal because it is inconsistent with the conservation precinct which includes Elizabeth Farm and the area has significant cultural history. Culture is very important and we must protect it!!!

The area is an excellent example of the stages of indigenous history, colonial history and the waves of migration that have occurred in the area. It is out of place in terms of the history which is so significant around it. That includes the heritage conservation area of Elizabeth Farm surrounding the parish and Hambeldon Cottage Museum which will be in front of the proposed development.

Please at the very least reduce the size/ height and capacity of the development!! Our infrastructure will not cater for such an influx of population in this area

I object strongly to the project. I am astounded, horrified and extremely angry that such a development could ever be contemplated in this precious historic area which is of such national historic importance.
The whole landscape of Harris Park around Hambledon Cottage, Elizabeth Farm and Experiment Farm Cottage, the space between them and their curtilage must be retained as open space and low rise development due to their hugely significant heritage importance. High rise development will destroy essential historic attributes.
In addition the potential damage to the significant historic trees is a major concern. High rise buildings cause major changes to wind patterns and wind strength which could damage the trees. The development could also alter the water table which would seriously affect the trees. Many of the trees are slow-growing species and would not regrow in the foreseeable future.
Othe countries take advantage of such historic areas so that they become huge tourist draw cards. We should not be destroying our important landscapes and history.
This significant historic landscape must be preserved for the future and for our understanding of the past and not destroyed by high rise development.

The existing building on the site substantial. Yet it doesn't draw attention away from the setting of the two surrounding Priceless pieces of Australian history.
But the Scale and form of the proposed 3 Blocks are a substantial change to this way of respecting the heritage values of the two historical buildings.
WE are deliberately Mislead as to the impact of the propose use of Gregory Place. As Unfortunately the pictures that are supplied of the completed 3 buildings are misleading. The View of Hambledon Cottage is from across the road so it doesn't reveal what it would be like walking onto Hambledon Cottage from the gates, or as we use the grounds.
How the 3 proposed buildings scale and form will dominate the low level building. 3 levels of background building even with significant screening of Mature trees [Landscape plan is Not significant screening]. will in no way demising the cloaking effect of the height and scale of the buildings.even with the setback terraced design. Plus the addition of Building 3, As is the most disruptive as its a New addition of Built environment. Extending into the Farm setting that currently exists.

Experimental farm is also greatly affected by Building 3 and is to be permanently separated by this addition.
The photos provided are also useless to determine the the eyesore that this 3 building development is on the heritage values that the precinct has currently.
The farm feel is to destroyed as the visual and physical separation is so striking. And the unsympathetic proximity and scale of the proposed 3 buildings.
In summary
We have repeated the same well used paradigm
the Commercial interests of calling it Affordable housing project verses the precincts value Educational and tourist valve

So this Project is a landmark statement that the Developer and our Government does not appreciate our Australian non indigenous history.
Thus an approval results in another sanctioned cloaking of our National story revealed by our built History Parramatta History to be expunged by Cloaking. This is what we are doing in this Project. Effectively removing it Place. so that its Value is diminished.

Parramatta's Significance in Australia's story is again devalued by cloaking and dividing up the historical land forms visually as well as physically.
I guess the equivalent would be to build a multi story affordable housing tower block in Centennial park or at Captain Cooks landing place. Being tagged as SSI allows these things to happen.

This use of Gregory place reveals that neither the Developer and the State Do Not understand the value of Place in how we celebrate Australia's built history. Which is why I am objecting

Friends of Fernhill and Mulgoa Valley Inc. strongly objects to the proposal for the construction of three separate large scale buildings with 483 dwellings within the site at 2A Gregory Place, Harris Park.

This extremely sensitive site is the mid‐point between three of the most significant historic houses in Australia:
• Elizabeth Farm (1793) – The first item listed on both the Register of the NSW National Trust and the
State Heritage Register, and the oldest surviving European construction in Australia
• Experiment Farm (c.1835) – the site of the first European land grant in Australia and the birthplace of
agriculture in this country
• Hambledon Cottage (c.1821) – part of the Elizabeth Farm Estate,
All are listed on the NSW State Heritage Register, and are in public ownership in recognition of their important cultural values.

This proposed State Significant Development increases the built footprint on this site and uniformly increases the height across the site. It will have a significant and lasting impact on not only these three heritage items, but also the surrounding generally low rise urban fabric and will fundamentally change the predominant low‐rise character of Harris Park.

This is an inappropriate proposal for this sensitive location.
Place-based planning should prevent such inappropriate developments.

I know Hambledon Cottage trees quite well having done an assignment on the site during my Arboriculture course. I have concerns that the development may adversely impact the trees by way of changes to wind loadings and the possible impact of the pump out for the basement which will severely impact the water table.

These old heritage listed trees, in particular, the Oaks (both Q. roger and Q. suber) and Bunya and Hoop Pines (Araucaria bidwillii and A. cunninghamii) I believed at the time, rely on the water table during dry periods as the Council doesn’t irrigate or hand water the site (or they didn’t in June 2015). The modified wind regimes caused by high-rise development may well cause wind shear that these trees are unaccustomed to. This need to be adequately addressed in the reports and plans provided however I have not found adequate reference to these issues.

That’s just the trees. The impact on the curtilage of the Hambledon Cottage and Experiment Farm and the cultural landscape (linkages through and around Parramatta to Elizabeth Farm and Experiment Farm and the Parramatta River are irreplaceable).

Our Lady Aged Care Centre Ltd (OLACC) is a not for profit charitable entity nearing completion of a 90 bed aged care facility and ancillary services with a leasehold at 128A Alfred Street, Harris Park NSW 2150. The Centre will be operated by Mercy Aged and Community Care Ltd a national not for profit aged care service provider under the trust of the sisters of mercy established in in the 1800’s in Australia. The aged care facility has both state and federal significant funding.
We have only recently become aware of the application and wish to object to the application because the buildings are substantially overpowering and Bulky, as well as, too high for the area.
With the short notice provided we wish to make a brief initial submission and will provide additional more detailed submissions in due course once we have had the opportunity to consult with our experts.
One of the important considerations for operating the aged care centre at 128A Alfred Street, Harris Park NSW 2150 was the surrounding landscape of Hambledon Cottage, Elizabeth Farm House, Experiment Farm Cottage (SHR item), Robin Thomas Reserve, Experiment Farm Conservation Area, Elizabeth Farm Conservation Area. However, with this application instead of our residents seeing and visiting the lovely conservation and heritage surrounding landscape listed above, which I might add is an important consideration for their physical and mental health, they will be seeing substantially overpowering and Bulky residential development that is out place and not properly planned for the area.
Furthermore, another important consideration to running the operations of the aged care is the infrastructure in the area. The current infrastructure especially the streets and public roads, shops, and increased use of the surrounding public spaces, weren't designed to accommodate this size of housing units and will adversely impact on our residents and their visitors not to mention that parking will be an absolute nightmare.
The above are some of the initial submissions we wish to make prior to the end of the exhibition time and reserve our right to make further submissions once we have had an opportunity to look at the application in more detail with our experts to determine the impact on our organisation.
