The size of the new development planned for Eastlakes shopping centre is just too big. Our area is already stretched with the traffic that comes in and out of the shopping centre. To add multi-storey units with the accompanying cars to such a small area will spoil our centre and the access to it by the local people. The park and its lovely sunny aspect will also be spoiled by towering buildings that will shut out the sun. For the centre to be updated in a much smaller way would be fine, but not on the scale presently proposed.

Regarding the proposed development in Eastlakes:
Despite the fact that I believe that a new shopping centre and unit development will be good for the area I must object to the current development on several grounds.
1) There are too many levels being proposed for the development and the maximum that should be allowed is around 3-5 storeys including the shopping levels.
2) There will be massive impact on neighbouring unit blocks in terms of shadowing and noise.
3) The biggest concern is the lack of proposed road infrastructure to access the site from Gardeners rd. There needs to be direct access to and from Gardeners rd in order to facilitate loading docks and residential access.
Perhaps freeway style flyoffs that would facilitate access so as not to congest St Helena pde with both commercial and residential traffic. This is residential area with many young children and having trucks using these streets for access is unacceptable. There will also be a huge increase in the residential traffic if the number of proposed dwellings is allowed to go ahead unmodified. If the transport infrastructure issues are rectified I will remove my objection.

I object to the Eastlakes Overdevelopment proposal. I believe that this will over populate the area and will cause traffic congestion. These new developments will interfer with our driveway, our lifes and will block any views that we have which could affect us if we consider selling our place.

I have lived in Eastlakes for 40 years and have always been fond of the area and always commended the open views, traffic, streets and the environement. I believe that if this proposal gets approved, it will affect all residents in the suburb and it will complicate traffic and living conditions.

I do not like this proposal for the new development. This will cause alot of traffic issues and will block my view. The area is good as it is. I agree that the shopping centre needs a renovation but not with high rise buildings and making our roads smaller and busay with heavy vehicles.

I am writing to support the development proposal but would request the consideration that the new mixed commercial /residential space will have consideration for car spaces that are dedicated for "car share scheme" this will ease the pressure of the additional traffic generated from the increase in population in the new development.
To also support the number of new residents it is suggested that space is available for community library.

Dear Ms Harris,

Our family lives in Eastlakes and we support plans to revitalise the BKK Shopping Centre, but we are appalled at the scale of the residential development that has been proposed.

Eastlakes is already a high density area with only one major park that is already overcrowded. This development proposes twelve towers, up to eight stories high, built right against the park's Eastern boundary, precluding sunlight to the park's gardens, walking trail, benches, basketball court and war memorial, all of which are also built along its Eastern boundary.

The development incorporates almost no green space of its own, offers no amenities to the community and offers no plan for how the council, government, R.T.A. and State Transit are supposed to deal with thousands of extra commuters and hundreds of extra trucks flowing through already choked narrow residential streets.

This development is clearly trying to exploit the demand for more housing at the expense of the government and residents and their already overstretched resources.

It should be rejected and a further proposal sought for a reasonable-sized development with low-rise towers, proper perimeter setbacks and protetctions for the park, and more green space of its own linking the development to the Eastlakes community.

I object to this submission for the main reason that the scale of this submission is too large for the area. This will cause:

1. An increase in population
2. Traffic gridlock
3. An increase in noise, traffic and anti-social behaviour
4. Major overshadowing over Eastlakes reserve

I am emailing to object to the proposed re-development of Eastlakes Shopping Centre - Eastlakes

Reasons for objection:

- Over Development - excessive bulk and scale, may well lead to future over development and Increase densification of the suburb, which is already quite dense.

- Loss of privacy - overlooking

- Noise - Increase traffic during development and after

- Traffic generation - During development and after. With no proposal of open space or vehicle access, will mean the roads will be more crowded and traffic more congested

The proposed development merely cashes-in on the high value such steadings currently demand when developed into apartments and in my view nothing whatsoever to do with the preservation of the suburb.

An alternative to residential development exists. I believe that restoration or refurbishment, not development, is the best way to protect the site. This will allow the shopping centre to continue to serve a needed and functional purpose. The centre should not have been allowed to fall into the current state. It would be fair to say the building is in need sympathetic upgrade.

I trust my objections will be put before the Planning Committee in due course prior to a decision being made on this application.

I object to this proposed development on the following grounds:
1. The scale is too massive, too high and there are too many residential buildings in an already densely populated area.
2. The volume of traffic will increase from new residents and the number of heavy vehicles servicing the shopping centre. No provision has been made for additional access other than the existing roads and there is no room for additional road structure to get people in and out of the suburb.
3. The high rise buildings will overshadow the Eastlakes Reserve which is the only green space in the area and it is already woefully inadequate for the needs of the community who use it now.
4. The increase in the population will bring an increase in anti-social behaviour and this will be exacerbated by the density of the population in a small confined area.
5. There is a proposal for a roundabout at the intersection of St Helena Parade and Barber Avenue. This indicates that the developers are going to encourage patrons and suppliers to use the residential streets in Eastlakes to access the development. This will increase traffic congestion and make the lives of the residents more difficult.
6. There will be excessive noise from service vehicles and garbage trucks in a suburb that already experiences extreme noise from aeroplanes that use the flight path over the area.

Good Evening Natasha,
I am both an owner and resident in Eastlakes.
We the community have serious concerns about this over development, non-disclosure of details, out dated & non-specific reports and the serious lack of consultation with the community to even to provide faculties for the communities benefit.
With no actual building models, architectural plans or graphic diagrams with any information displayed within the Eastlakes shopping centre itself or even around to the community showing what and how the development with look and fit in with the community. There were two one pager pamphlets one was 6months and one a year ago letter box dropped with limited information and no actual plans or scope or even staging details or any ability to request or view them.
This is scaring the community and rightly so, as this a way over sized development for this area the community's lives are at risk, this submission is a spit in the Department of Planning's face and it must be refused for your sake and our safety.
The communities street parking will be obliterate due to the developer making more not allowing enough parking or traffic flow provisions. All the communities parking within a 2km radius will be lost to the community.
The traffic and transport reports are a joke and a disgrace that they have been accepted for submission on the Depts. website. These need to be addressed.
Roundbouts to drive over this show that no thought has been given for the lives of people in this community at all. Please make sure that this is sincerely addressed and reputed back to the developer as a disgraceful 30minute cut and paste from an office computer.
The submitted Hydrology report is outrageous DONE in May 2004!! This is not even legal to submit this report as it is not current out of date!
I notice that the developer advised that it would do it after the submission is grant in the first stages of the development...This is OUTRAGIOUS!
Did you also notice the most DANGERIOUS part of this submission to with is the foremost reason that this development can NOT BE APPROVED is the notion that DUE to the ENTIRE AREA having SANDY SOIL and that the WATER TABLE in SO EXTREMLY close to the SURFACE that SAND ANCORS would be USED to SUPPORT the STRUCTURE!!
This AREA is called EAST LAKES for A REASON! And if you consult any engineer they know just as we all know what happens when you put your foot (weight) down on wet sand at the beach right.. YES the water pushes outwards/ DISPURSES (into the foundations of the Neighbouring building FOUNDATIONS and NEARBY ROADS and creating a MASS unsupported SINKHOLE of SLOPPY SOFT SAND!
Ask anybody that understands physics and the Laws of NATURE this is what will happen, as nature does not change its laws, we have to respect them and build our buildings accordingly with knowledge and respect of nature's laws.
The disbursement, free flow of water and the POOLING of it as I said remember this is why it is called EASTLAKES because of the high water table and the soft sandy soil and it constant flood ability.
8-12 BUILDINGs on top of wet sand JELLY due to water table fluctuations and when that 1:100 year flood comes which these days is pretty much 1:10 years LIVES and PROPERTY will be lost! And our great State Liberal Govt will be held accountable so please don't let this happen to our LIBERAL reputation.
This development cannot go ahead, as it is.
Please stand up for us the community not the greedy developer who just wants to build as cheaply as possible, and sell and then run. Where are the insurances and the dilapidation reports or guarantees for the surrounding communities' buildings, homes, at risk children, infrastructure and facilities.
The overshadowing or the rest of the communities buildings due to the height of a building that is over 4 blocks away that built in the 50s is not appropriate for the developer to use to be able to get the height of this development also set to. This is a disgrace and a clear violation of respectful building development with a community.
There are too many missing boxes not ticked and some clearly unticked and hidden that the DEPARTMENT of PLANNING must seek further for this to be looked at and consulted to the Dept and community again, NUMBER one the size should be halved and independent reports done by the DEPT but $ charged back to the Developer from interstate consultancies.
Clearly we oppose this development due to absolute endangerment of the community due to the proposed height, mass scale, foundation, piling, parking, traffic, noise, sunlight, lack of reports, lack of primarily community harmony and complete and utter disregard for its safety.

I object this development as this would greatly impact the congestion level.
Eastlakes itself is already congested as it is. The traffic level would also be impacted,
There would be more traffic. How many underground parking would there be?
Going back a few years back, there were intense rain which caused half of Eastlakes to flood. Had they considered this factor as a safety precaution when they build the underground parking?
I do believe that the shopping centre itself needs to be updated.

I, Mercedes Venero of 6/20 Barber Ave. Eastlakes do not support the project. The reason is that I consider it would be a disaster to our and others living environment. Here are some reasons why I believe this:

- The access to the east side of Eastlakes is only through Racecourse Pl. to hundreds of flats and houses. As it is now, the traffic is a big problem. If you add 443 new apartments with a similar number of cars, and with the entry and exits of the garages in Barber Ave., plus the cars from the shoppers, the problems will multiply.

- In Eastlakes many properties have about 5 or 6 metres of front garden or access to the garages inside our property where we can park a second car or if we have visitors or a doctor comes around (there are many elderly in Eastlakes). This is important space as parking is often scarce on the streets.
Any future widening of Saint Helena Pde. would leave inadequate space for pedestrians and the very many shoppers to pass by the parked cars.

- The new project is to be built from the footpath. That means the loading docks will have to use the path to unload the trucks. The flats in front of the dock will have the tricks in their windows.

- Barber Ave. and the surrounding streets are far too narrow to handle all the extra traffic. To take away from the paths and nature strips would be to shrink our living space and our quality of life.

- The air and noise pollution from the trucks and extra cars would be extraordinary. We also get the pollution from the planes descending to land. As it is we get some relief if the wind blows from the north or south but with the proposed heights of the project's flats the wind would be impeded and the pollution will concentrate in the area.

- The blocking of the wind-flow will also make this 'very hot in summer' area even hotter and more uncomfortable.

As I said at the beginning, the project, as it is, is a real disaster. Unless Racecourse Pde. , Evans Ave. , Barber Ave. and other streets were able to be widened and the number of flats in the project are reduced in height and number this project should not be permitted.

I strongly object to the above application.

The size and scale of this development is ridiculous for the area. Eastlakes is a lovely community with a quiet suburban feel to it, erecting such a huge building is going to ruin the area and its landscape. There will be an increase in traffic and population which this small community couldn't cope with and the environment will change for the worse.

There are no high rises in this area, nothing over three stories and the developer is proposing 12 stories, this will ruin the urban landscape. The community feel of Eastlakes will be lost which is the reason many people enjoy living here.

The enormity and large scale of such a building is meant for a city, not a small quiet suburb. The Council should be looking after the community and their rate payer's best interests and not their back pocket. This building will encroach on the surrounding units, blocking light and taking away privacy.

My unit at present gets a lot of good light, a 12 storey building is going to block this.

I am strongly opposed to such a development.
