I,my friend(shop owner) and my neighbours are residents living in Eastlakes for more than 10 years. We strongly oppose the current development plan.

we worried about:

1)too much traffic and congestion in our residential streets.
2)increased in the number of heavy vehicles servicing the shopping centre.
3)excessive noise from service vehicles and garbage trucks.
4)overcrowded open space and amenity of the local area due to massive increase of population.
5)high price of food and vegestables due to possible increased rent of shops.

I Banu Cetiner, on behalf of all my neighbours would like to object to the massive overdevelopment project of the Eastlakes Shopping Centre area. We hope such a project doesnt get approval by the Minister of Planning, and hope The Deparment understands our point of view and listen to our feedback. Clearly the area specified isnt able to comfortably accomodate for such a huge project development. Giving the approval will mean our futures will be alot more troublesome and less comfortable. We want our homes, and our neighbourhoods to be peaceful, welcoming, relaxing, less noisy and safe for our families. This project goes completely against all that we seek. Please an upgrade would be wonderful for the Shopping area but so many extra unit blocks is outrageous. It is exaggeration at its peak.
Hope our voices are taken importantly and our opinions well thought.

I would like to comment on the proposed new development at Eastlakes for a shopping complex and residential units. The development comprising of 13 buildings of varying heights appears to be a vast overdevelopment of the site. While the shopping complex is in desperate need of an upgrade, this proposed development is not really about a shopping centre upgrade but more about how to fit as many residential units on the existing site as possible. There is no provision to upgrade surrounding streets and also no provision for public open space. The road to the south of the development, Barber Avenue, provides for no increase in width and it is probably not possible to increase this road outside the development site but with cars parked on either side of this road it is not possible for cars driving up or down to pass one another. The same situation occurs in Longworth Avenue and yet these two roads are proposed as two of the access roads to the entrance no 2 to the carpark. Does this mean that no parking will need to apply on both these roads to the detriment of existing residents. The surrounding area is already a wilderness of 3 storey walk ups due to appalling planning approvals in the 1960's. The existing units are built hard on the quite narrow roads and on to each other and this leads to a feeling of inferior development and a not very salubrious suburb. The Rice Daubney unit designs, I am sure, are vastly superior to the existing surrounding buildings but the concept remains the same ie build right to the boundary to maximize the number of dwellings. Overdevelopment is overdevelopment whether built in the 1960's or in 2012. The only public open space in the area remains the council park to the west of the development which is in danger of being degraded due to overshadowing by the proposed 7 storey building on its Eastern boundary. Perhaps the consortium proposing this development could go back to the drawing board and purchase and demolish some of those horrible 3 storey walk ups on Racecource Place (there is an empty block already for sale on the corner of Gardeners Road and Racecourse Place) and provide a proper entry to the proposed development and more public open space for the huge influx of new residents coming to the area not to mention the increase in traffic. Over 1,000 car spaces including residential and retail are proposed. By all means a modest upgrade to the shopping centre to change it from a third world shopping centre to one appropriate to Sydney in 2012 but NO to such an overdevelopment of the site in such a predominately residential suburb.

The project is still raw and has many small omissions. It is not ready. For example primary pedestrian links and movements in existing centre did not shown in full totally ingnored ALDI side of shopping centre. On the final drawings it has not been provided pedestrian path along the Eastlakes reserve assuming that grass will give enough support for all residents and shoppers. Nothing has been mentioned about widening existing streets, however it is very clear that Evans Avenue will need two lines in each way from intersection with Racecourse Place and Barber Avenue to make operation of undergroung parking entries smooth and do not jam all traffic.
Uneven and sharp increase of population density in this particular area could be a good ground for ethnical and cultural disturbances (one obvious reason - on street parking for many more cars).
"Underutilized" Eastlakes Reserve park going to be utilized even less after removal single basketbal court now collecting many young residents for entertiment and training.
The scale of proposed development is too big in the part of residential units and not good enough in the scale of road infrastructure.

As a long-term owner/resident of Eastlakes, with regard to the proposed development of Eastlakes Shopping Centre, the following issues are of grave concern to me. With twelve five to eight story residential towers being proposed, the traffic flow in this enclave will be catastrophic, unless the number of roads leading in and out of Eastlakes is rethought and increased. The traffic is already slow in the mornings when one wishes to leave the area with heavy congestion in both roads. Whilst I wish to see Eastlakes Shopping Centre upgraded this proposal is a ridiculous over development of a relatively small suburb - we do not want so many additional residents in the area. There is no proposal either for recreation or green areas where families can relax outdoors - we are surrounded by golf courses where you cannot walk anyway. I strenuously object to this proposal the way it is at the moment and request that more consideration is given to those who already live in Eastlakes.

I object to the proposal because:
- Buildings will cause shadowing on our building.
- High Traffic flow given shopping centre's need for produce/products and the flow of customers.
- Parking restrictions.
- Noise and environmental concerns.
These main reason also have a drastic affect on my buildings evaluation which is a large part for the objection to this proposal.

No one can deny that Eastlakes needs a make-over but a development of this size being built right up against the reserve is outrageous. Clearly the planners do not live in the area or they would have seen that the current road system cannot accommodate the additional traffic volume a development of this size would bring into the area. This is primarily a residential area, how can they possibly expect the residents not to be affected by the noise resulting from the increase in commercial deliveries, the service vehicles and garbage trucks. Please consider the residents.

The proposed redevelopment of Eastlakes Shopping Centre at its current form cannot proceed until major changes are made. These changes are pointed out below.
* Amount of dwelling must be reduced.

* Height of the units will cause major effects around the area and on Eastlakes reserve (Natural Light).


* TRAFFIC: There is NO mention of updating any traffic conditions except for some new roundabouts. At present the traffic is congested enough around Eastlakes Shopping Centre and will only get worse if this over redevelopment goes ahead at its current volume.
Large Woolworth's trucks just navigate our tiny streets now and this will get even worse with added retail shopping.

* PARKING: There is hardly any parking available now in our local streets and with over FOUR HUNDRED units being proposed this will get even worse. More Parking in the centre must be provided for residents and for shoppers. (Less Residential units will solve this problem)

* NOISE: With the added Retail area and Residential housing the extra noise will be unbearable. The ante social behaviour is another concern in our local community



Summary
I total object to the Outrageous Eastlakes shopping centre development proposal.
Major changes must be made to this the excessive number of residential towers and no plans to upgrade the current road system to and from the shopping centre.

The ante social behaviour is another concern I have with the amount of Residential units being proposed and with the influx of visitors to the retail area.

I do want to see the shopping centre upgraded, but not at the local community expense.
I'm a resident and I'm very concerned and I want changes to this development.

dear sir/madam,i make this submission with regards to the proposed development of the B.K.K. shopping centre.i like to think of myself as a fair minded person and am well aware of the need for more residential housing in the greater sydney area.unfortunately the proposed plan will rob me of the very thing that was a deciding factor in purchasing unit 14,26 barber avenue eastlakes-my city skyline view!i am a 21 year veteran of the inbound tourism industry as a coach driver and it is thereputic to sit on my balcony and think to myself i've put up with abuse from selfish drivers,cyclists and pedestrians but rose above them all and i'm ready for more the next day!!the importance of my view i have tried to portray in the photo c.d. forwarded to you via surface mail.secondly,a city view has a monetary value and is a selling point according to local real estate agents that i have spoken to

Eastlakes is a small suburb, which has been, as the planning gods have seen fit, blessed with not one but two public housing estates in its within less than a kilometre of each other. In addition, the Eastlakes Shopping Centre is surrounded by high density housing. As a result of the nexus of socio-economic disadvantage and density of population, Eastlakes is already a hotbed of anti-social behaviour - graffiti, teen gangs, littering, dangerous driving are all the norm, and will be set to increase if the proposal goes ahead.

As you can imagine, this high level of dense population in a small area creates traffic and resource problems. This is compounded by the fact that the shopping centre is serviced by only two exit roads to get out of the suburb - King St via Maloney St or Gardener's Road. The number of units being put on the site with no additional road infrastructure to get people in and out will be tantamount to serious neglect if there is a fire in the area. Not to mention the difficulty of getting ambulances in and out of the area.

The scale of the proposed development will compound the already serious problems caused by too many residential buildings in a small area.

The shopping centre is already serviced by heavy vehicles which patently struggle to manoeuvre around the small suburban streets and sharp hair pin turns - points which even a suburban driver struggles with. Obviously, given the proximity of the Eastlakes Public School and several childrens' daycare centres within 2km of the shopping centre, there are many young children in the area. The proposed development will increase traffic and further endanger childrens' and residents' lives.

The proposed roundabout at the intersection of St. Helena Parade and Barber Ave. suggests that developers will encourage suppliers to access the shopping centre using residential back streets - another blow to resident safety.

You might also be aware that as it stands, the shopping centre is home to a feral cat population which are frequently culled (with limited effect) by the management in an inhumane and unhygienic manner - poisioning - which leaves cats to die agonizing, slow deaths in areas where they are unable to be retreved - ceilings for example. This is a common occurance and increasing the density of the residential towers in the area will only add to the problem.

As the mother of a young son I implore you to reject this proposal. Eastlakes is already overbuilt and overpopulated. It is therefore often dirty, plagued by litter and dangerous parking and driving practices. This proposal will compound the problems already riven in the area.
