The purpose of the proposal is to build an energy-from-waste facility that can generate up to 58 megawatts of power by thermally treating up to 500,000 tonnes per year of residual municipal solid waste and residual commercial and industrial waste.

My family and I totally reject the incinerator being built in our area, The Health of my family as well as my grandchildren and my 5yr old Great grand Daughter are of my highest priority, I am also an asthmatic and do not want the fumes,I have lived in Rooty Hill for my entire almost 70yr. My Wife and I strongly oppose and reject the submission for this waste incinerator

I object to the addition of another incinerator at Cleanaway Eastern Creek on the basis that this will generate toxic fumes, the location is too close to my home and may have a detrimental impact on the resale value of my property.

Any new incinerators should be built well outside of populated residential areas

I object strongly to the misleadingly and euphemistically named Western Sydney Energy and Resource Recovery Centre which is really a centre for incineration of waste. I'd like to register a complaint that whilst checking my references to add further comments to my detailed objection when I returned to the submission I was notified that I had been timed out and when I logged on again all my hours of work had disappeared.

Firstly I wish to remind you that a similar proposal a couple of years ago was rejected and I ask that this also be rejected. Such a project in the densely populated suburban area of Western Sydney is completely unacceptable. Air pollution in the Sydney basin is already bad and must not be added to by projects such as this which is being built for private commercial gain. Rather than encouraging incineration of waste, the government planning should be developing ways of reducing waste. Setting up a commercial facility such as this will actually be encouraging more waste since the business will be more successful if it processes increased quantities of waste. This is not in the public interest and only in the interests of shareholders and investors. It is basically a government 'cop-out'.
A major factor to be considered is the serious health effects of toxic emissions from this process which, despite being considered acceptable by the health assessment report, is dependent on so many factors which can not be reliably measured prior to operation and extremely difficult to monitor once in operation meaning that the dangers are increased. There are already some seriously worrying health profiles for locals of this area and emissions from this proposed facility will greatly increase the risk. Burning products which are already toxic will create both toxic gaseous emissions and toxic ash which is likely to be as much as 25% of the original waste and will itself need to be stored prior to disposal elsewhere. Additional health concerns include infections and contamination from the different types of waste. To even consider locating such a facility in close proximity to schools and preschools is outrageous. Toxic emissions are far more serious for babies, children and young people. Coupled with the increased traffic movements in the area it increases the hazards for the overall population. There are many other factors to be considered and I will be making further submissions later. Suffice it to say at this point the proposal should be rejected in its entirety and no further consideration be given to incinerator projects. We must do better in halting our waste creation, there are many better options. Manufacturers and other generators of waste should be required to be responsible for the waste they create, this would quickly see a reduction in quantity and improvement in quality of waste! Waste incinerators are largely being abandoned in Europe which could be why they are trying to sell their wares in Australia where many products rejected overseas are 'remaindered'.

The Friends of Fernhill and Mulgoa Valley Inc. object to the Cleanaway Incinerator project.
We are concerned about the impacts of this project on the communities of Western Sydney which will result from generation of heat, generation of air pollution, generation of greater number of trucks in our region. Our waste needs to be recycled, not burnt. Our power source must come from renewable sources, not from the burning of waste.
Thank you for respecting the lives and amenity of residents in Western Sydney.

Incineration of plastics and other waste releases toxins. damaging to the environment & living things. Incineration businesses would allow perpetuation of the unstainable production of plastic goods from fossil fuels & other non-renewable resources, which also use up our fresh water, labour, energy & various chemicals.
We should instead approach the mountains and oceans of waste that pollute our world by trending to zero waste management, such as sorting, recycling, repairing, composting, upcycling & developing sustainable manufacturing alternatives. NOT incineration, a quick dangerous fix with destructive pollutants from toxic smoke putting microparticals into our air, and from there to our lungs and blood stream, causing illhealth in the population, especially the young, and producing at the end toxic ash with NO safe use. Please do not approve this illadvised industry.

The Cleanaway WSERRC project is no different to The Next Generation waste to energy incinerator project which was rejected by the NSW EPA, Health and Environment agencies and the Independent Planning Commission as well as the broad community and many independent ngo's. The technology type, waste throughputs and environmental pollution threats are the same. The location of this project is already heavily impacted by air pollution (particularly PM2.5)and this project will exacerbate air quality further causing an increase in adverse public health impacts in the surrounding communities. The proponents claims about abiding by strict EU BREF/BAT emissions standards are misleading. For example the new BREF requires continuous emissions monitoring for dioxin yet the proponent has not accounted for this. In addition the EU BREF standards for dioxin quoted by the proponent are incorrect. The project requires a complete review against the new EU BREF as many of the assumptions and claims made are based on incorrect data. In addition, evidence shows that only one OTNOC event can release an entire years worth of air pollution. Most incinerators have at least 12 OTNOC events a year. (Other Than Normal Operating Conditions) This suggests that all the air emissions estimates and associated conclusions are incorrect. These OTNOC events also leave residues in the surrounding environment that can contaminate the food chain. Egg samples around most waste incinerators show dioxin at levels above safe consumption standards. The Australian Public Health Association has warned that even new incinerators are associated with adverse human health impacts. There is much more evidence available internationally that new incinerators (post 2000) cause adverse health impacts including reproductive and intergenerational impacts. Therefore the NSW government must have a robust justification behind any incinerator approval. This is the fatal flaw in the project. There is no justification for waste incineration. The EU has withdrawn all subsidies and funding, classifying such technologies as a climate threat. The EU has legislated for their decommissioning and to prevent new plants being approved, instead supporting a zero waste city model and circular economy policy. The rapidly unfolding ecological systems collapse caused by climate change cannot be ignored and such projects are major climate polluters. South East Asia has just faced its fourth major typhoon this week. Western Australia has just recorded its highest rainfall in November on record! This project alone will emit more than 600 000 tonnes per annum of CO2 and significant quantities of toxic air pollutants including persistent organic pollutants. Australia is a signatory to the Stockholm Convention and obliged to avoid all sources and generation of POP's such as dioxin, furans and bromines, all of which are well known to be emitted from waste incinerators. These forever chemicals pollute the oceans and contaminated the marine food chain posing threats to first nations people of any continent, including Australia. The health risk assessment for the project is flawed (based upon incorrect air quality data and standards) and fails to account for the disproportionate impacts on women, children and the babies in-utero, especially. The toxic ash will represent an ongoing source of hazardous waste generation for future generations to manage. Cleanaway are a company already failing to abide by environmental, public and worker health and safety standards in NSW. To entrust the management of highly toxic incineration ash, as well as a high risk, combustion industry known to be associated with fires, explosions, leaks and APC system failures and corruption with Cleanaway, would by any measure be considered a reckless and indefensible decision.

I have serious concerns about this project if it goes ahead. It is well-known that the health and safety of those who are in close proximity to these plants cannot be guaranteed. With a proposed site like Eastern Creek, with so many residents nearby, a project of this nature would be highly irresponsible and unnecessarily damaging to the people of Western Sydney. I'm no expert on the topic, but it would be reasonable to expect that the waste coming into the facility cannot be 100% regulated, and therefore the by-products of incinerating these substances similarly cannot be controlled. I believe if this project were to go ahead, years down the line we would see a clear rise in varying health problems of the people within Eastern Creek's surrounds. That is a devastating prospect for our children and for the people of Western Sydney who are already more disadvantaged than those in more affluent areas. That isn't even taking into account the smell of the fumes which in all likelihood would be intolerable. These factors would be evident well publicised, which would in turn put so many people off from buying homes in the area - and rightly so. We would see a collapse in house prices - hundreds of thousands of dollars wiped off the assets of local home owners in an instant. These homes represent hard work and determination, as well as a retirement nest egg for middle aged home owners. The economic impact would be so needlessly severe. When applying reason, I cannot see any way that an incinerator should be approved in the middle of a suburban area, where the cons far outweigh pros.
