ISEPP amendment – health infrastructure


The NSW Government has introduced the Planning Reform Action Plan to deliver a better planning system for NSW. Work is underway to improve assessment time frames, reduce red-tape and blockages, eliminate double-handling and fast-track projects that deliver public benefits to NSW. 

An initiative of the reforms is the creation of new processes to fast track assessment of government and education projects to ensure that Government investment in public infrastructure, and subsequent construction, can take place more quickly.

The department has developed a range of amendments related to health services facilities in the Infrastructure SEPP that aim to facilitate broader planning pathways for infrastructure such as community health centres, consulting rooms and ambulance facilities.

The proposed changes would allow new development types and more effective delivery of developments already permitted.

Proposed amendment to the Infrastructure SEPP

The department has developed a range of amendments related to health services facilities in the Infrastructure SEPP that aim to facilitate broader planning pathways for infrastructure such as community health centres, consulting rooms and ambulance facilities.

The scope of the proposed amendment extends to development with consent, development without consent, complying development and exempt development provisions within the Infrastructure SEPP.

The updated provisions will ensure environmental assessment is appropriate relative to the impacts of the development, whilst also helping to deliver essential social infrastructure in a timely manner to the direct benefit of the people of NSW.

The changes are a step toward the delivery of a planning framework that supports the NSW Government’s NSW Planning Reform Action Plan and provides for the timely delivery of health infrastructure to NSW communities.
