Improving the review of local infrastructure contributions plans - discussion paper


Section 7.11 local infrastructure contributions are used by councils to fund local infrastructure, ensuring that communities are supported by appropriate infrastructure. This is critical to making great places and supporting the growth of NSW.

Higher-rate local infrastructure contributions plans are independently reviewed to ensure that they are reasonable. The process involves multiple steps undertaken by council, IPART, the Department and the Minister.

In April 2020, the department proposed amendments to the review of s7.11 local infrastructure contributions plans. These proposals are now being considered in the context of the recommendations provided by the NSW Productivity Commissioner in his Final Report on the Review of infrastructure contributions system in NSW. The report is publicly available at the NSW Productivity Commission’s website.
