Special infrastructure contributions (SICs) help fund key elements of state and regional infrastructure in growing areas of Greater Sydney and regional NSW. The Department is responsible for the operation and management of the SIC framework, including the preparation of plans and Ministerial determinations, the collection of SIC revenue, investment prioritisation and distribution of funds for infrastructure delivery.
In April 2020, the department proposed new guidelines to improve the transparency of the application of SICs. Recommendations relating to SICs were made by the NSW Productivity Commissioner in his Final Report on the review of infrastructure contributions system released in December 2020. The report is publicly available at the NSW Productivity Commission’s website. As a result guidelines on the use of SICs will not be released at this time.
