The Moree Special Activation Precinct Master Plan


The Moree Special Activation Precinct (the Precinct) takes advantage of Moree’s location in the most productive grain region in Australia, leveraging the Inland Rail route and Newell Highway.

The Precinct will create a new business hub that specialises in agribusiness, logistics and food processing industries, to create long-term job opportunities and attract investors, making it easier for both new and existing businesses to prosper.

During May- June 2021, the department sought feedback from the community, businesses, government agencies and other stakeholders during the exhibition of the draft Master Plan for the precinct. 

The feedback we received helped us better understand the opinions and views of the community, which informed the final Master Plan.  This feedback has also helped to shape an amendment to the State Environmental Planning Policy (Precincts-Regional) 2021 (Precincts-Regional SEPP).  Please refer to the Frequently Asked Questions below for more information.

A simpler planning pathway

On 16 March 2022, the Master Plan was finalised, outlining a 40-year strategic plan for the precinct.

A new schedule has been added to the Precincts-Regional SEPP to support a streamlined planning pathway for development within the Moree precinct.

The Moree Plains Local Environmental Plan 2011 will remain in place and will apply to any development applications until 31 March 2022, or earlier if the Delivery Plan is finalised. The Master Plan will be required to be considered by a consent authority when assessing a development application.

The Regional Growth NSW Development Corporation is responsible for the delivery of the Precinct in line with the Precincts-Regional SEPP and the Moree precinct Master Plan.
