The Moree Special Activation Precinct (the Precinct) takes advantage of Moree’s location in the most productive grain region in Australia, leveraging the Inland Rail route and Newell Highway.
The Precinct will create a new business hub that specialises in agribusiness, logistics and food processing industries, to create long-term job opportunities and attract investors, making it easier for both new and existing businesses to prosper.

During May- June 2021, the department sought feedback from the community, businesses, government agencies and other stakeholders during the exhibition of the draft Master Plan for the precinct.
The feedback we received helped us better understand the opinions and views of the community, which informed the final Master Plan. This feedback has also helped to shape an amendment to the State Environmental Planning Policy (Precincts-Regional) 2021 (Precincts-Regional SEPP). A simpler planning pathway
On 16 March 2022, the Master Plan was finalised, outlining a 40-year strategic plan for the precinct.
A new schedule has been added to the Precincts-Regional SEPP to support a streamlined planning pathway for development within the Moree precinct.
In August 2022 the Regional Growth NSW Development Corporation exhibited the Moree precinct draft Delivery Plan. A Delivery Plan is a statutory document, referenced in the State Environmental Planning Policy (Precincts-Regional) 2021, and is required before any development can occur within a special activation precinct.
The Moree Delivery Plan has now been finalised and sets out the criteria for design, landscaping, infrastructure planning, delivery and proposal assessment. You can view the finalised Delivery Plan below.
The Regional Growth NSW Development Corporation is responsible for the delivery of the precinct, in line with the Precincts-Regional SEPP and the Master Plan.
Amendment to the Master Plan
Figure 18 of the Master Plan has been amended to correct the area of potential environmental concern that requires further investigation.
